That's the sign above 9 free hairs that Exile is giving EVERYONE. Exile also is having a pre-spring sale on several hairs on a pink wall opposite the free sets. Also there is a doorway to the left of the free hairs filled with eyes from Shine. 4 sets on the table inside are free. They're shown in the images below of the free hair.
The last hair in the first image and the first 4 in the second image are male styles. Each set comes with at least 40 different colors and both hats in the styles are color scripted.
